Site não aparece pra outras pessoas

Boom o site aki ta pronto...ta tudo certinho configurado com db do l2j e tudo..

Estou usando o xampp como apache, então fui na httpd e editei as portas pra 8090...

Porem... quando vou tentar entrar no site por outro pc com o no-ip([Somente Usuários Registrados Podem Visualizar os Links Desta PáginaClique aqui para se Registrar] )

O Site não abre...

PS: meu httpd.conf:

Site só ira abrir para os outros com no-ip ou seu ip da net no [Somente Usuários Registrados Podem Visualizar os Links Desta PáginaClique aqui para se Registrar]
ai no caso http://"seu ip da net ou no-ip" :8090
